Kembla was approached earlier this year regarding the use of their NO DIG pipeline rehabilitation technologies for the large scale sewer rehabilitation tenders being called in Singapore by the Public Utilities Board.

Singapore’s current drinking water supply comes mainly from Malaysia and in order to guarantee future supplies the Singapore Government has embarked on a scheme to dam the Singapore river outlet and then have potable rain water gradually replace the salt water in the entire river system.

There are 19 separate catchment projects, with a total value of approximately $S200million, being called within months of each other due to critical time constraints. The result will be a large public access reservoir within the city.

Steps had to be taken to ensure that effluent from the network of sewer pipes in the vicinity of the river did not leak into the ground and then into the reservoir. Hence the large scale projects which involve all the sewers in the immediate vicinity of the river. Teacly (S) Pte Ltd, a local contracting company looked to Australia and Kembla in particular for assistance with bidding for this work.

Teacly personnel travelled to Sydney in March and met with Kembla and discussions commenced on the possibly of a licence agreement for our technologies in Singapore. Kembla agreed to assist Teacly with the preparation of their bids for work and then we made a trip to Singapore to give a technical presentation to the Public Utilities Board. Teacly were successful in winning four contracts and on 13th June, a formal licence agreement was signed between the two parties.

Most of the work will involve smaller diameter reticulation sewer and this is where Kembla’s Ex Method lining system has been so successful for authorities throughout Australia. In fact, this year will see the thousandth kilometre of lining installed. The agreement with Teacly (S) Pte Ltd will provide them with access to Kembla’s specialised materials, equipment and system processes plus training for their personnel.

While this Singapore agreement is an important opportunity for Kembla, the company will remain focused on maintaining their leading position in the Australian market. Steps have been taken to ensure that Kembla’s current high level of performance will not be compromised but rather will be mirrored in Singapore by Teacly (S) Pte Ltd.
